A major parliamentary gathering in Marrakech has called for a new phase of economic cooperation between Europe, the Mediterranean region and Gulf countries, with participants urging the creation of a comprehensive multilateral framework designed to boost trade, investment and sustainable development.
The proposal emerged at the 4th Marrakech Parliamentary Economic Forum for the Euro-Mediterranean and Gulf Region, held under the High Patronage of His Majesty King Mohammed VI. Lawmakers, policymakers and economic stakeholders stressed the need for stronger regional integration in response to growing global economic and geopolitical challenges.
Among the forum’s key recommendations was the creation of a regional framework inspired by successful international economic agreements. Participants argued that deeper cooperation could unlock new opportunities for investment, innovation and cross-border economic growth while strengthening resilience against future crises.
Artificial intelligence also featured prominently in the discussions. Delegates called for the establishment of a dedicated regional AI center aimed at promoting legislative coordination, improving data governance and addressing emerging security challenges linked to rapidly evolving technologies. The initiative would encourage collaboration between institutions working on AI governance across Europe, the Mediterranean and the Gulf region.
Another priority highlighted during the forum was support for entrepreneurship and innovation. Participants recommended expanding financing mechanisms for small and medium-sized enterprises as well as startups led by young entrepreneurs. Public-private partnerships were identified as a critical tool for accelerating investment in digital infrastructure and emerging technologies.
The forum also explored the possibility of creating a Mediterranean Development Bank to finance strategic development projects across the region. Such an institution could play a significant role in supporting infrastructure, economic transformation and sustainable growth initiatives.
Food security and climate resilience were additional themes at the center of the discussions. Delegates backed the idea of a Mediterranean Pact for Food Security and Climate Change aimed at coordinating regional efforts to strengthen agricultural systems, protect natural resources and improve resilience to environmental challenges.
Participants further encouraged national parliaments to adopt policies that support sustainable management of land, water and coastal resources while protecting biodiversity and food supply chains from climate-related disruptions.
The Marrakech forum continues to strengthen its position as a platform for dialogue between Europe, the Mediterranean region, the Gulf and Africa. Organizers see the initiative as an opportunity to build long-term partnerships capable of addressing shared economic challenges while promoting innovation, sustainability and inclusive growth.
