Morocco Strengthens Its Strategic Outreach at Russia-Africa Summit

Morocco is using the third Russia-Africa Summit in Moscow to reinforce its diplomatic engagement and explore new avenues for cooperation with African and international partners. Representing His Majesty King Mohammed VI, Head of Government Fatima Ezzahra El Mansouri attended an official reception hosted by Russian President Vladimir Putin at the Kremlin on Wednesday evening.

The reception brought together heads of state, government leaders and delegations attending the summit, which is focused on peace, security and development across the African continent.

Morocco’s delegation also includes Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates Nasser Bourita, alongside Morocco’s ambassador to Russia, Lotfi Bouchaara. Their participation reflects Rabat’s continued diplomatic engagement with Moscow and its broader interest in strengthening partnerships across Africa.

The summit provides a platform to discuss cooperation in several strategic areas, including trade, investment, energy, agriculture and technology. These sectors are central to African countries’ efforts to attract investment, develop infrastructure and strengthen their economic resilience.

For Morocco, the meeting comes as the Kingdom continues to diversify its international partnerships and expand its economic and diplomatic presence across the continent. Its participation also offers an opportunity to assess potential areas of common interest with Russia and other African countries.

The Moscow gathering follows previous Russia-Africa summits held in Sochi in 2019 and St. Petersburg in 2023. The latest meeting reflects ongoing efforts by Russia and its African partners to broaden cooperation amid an evolving international landscape.

Beyond the formal ceremonies, the summit provides a setting for bilateral contacts and discussions on shared priorities. For Rabat, maintaining an active presence in these diplomatic forums remains part of its wider approach to international cooperation and its engagement with African partners.
